What
is CSPR
The Civil Society for Poverty Reduction (CSPR) is a civil society
anti-poverty advocacy network of over 140 organisation working for pro-poor
development in different parts Zambia. Established in 2000, the overall
objective of CSPR was to ensure that civil society effectively and
meaningfully participates in the design, formulation, implementation and
monitoring of Zambia.s Poverty Reduction Strategy Paper (PRSP). Today the
network has extended to all priority policy programmes, strategies and plans
aimed at poverty eradication.
The 2005 AGM of CSPR has put in place Strategic Plan 2006 to 2010. During
this period the network will strive to achieve its mission.
MISSION STATEMENT
To actively and effectively contribute to poverty eradication and pro-poor
development in Zambia through advocacy for responsive policy formulation and
implementation; promotion of civic engagement in development processes;
production of poverty-related evidence and data; and provision of a platform
for information and knowledge sharing at local, district and national levels
PROGRAMMES
In order to carry out its mission statement there are four main programmes
through which the CSPR network implements its activities. These are:

.Governance and Institutional Development
Research and Policy Analysis - RPA
Objective: By the end of 2010 CSPR will have effectively influenced
alternative thinking and learning on pro-poor development and poverty
eradication processes, through credible research evidence and policy
analysis.
The Research and Policy Analysis programme provides CSPR with an opportunity
to identify and implement various pro-poor research and policy analysis
activities in order to galvanise the views of civil society country-wide,
obtain new perspectives on various pro-poor development processes, monitor
and track budget expenditures of government and conduct poverty and other
impact assessments to determine the effectiveness of government initiatives
and programmes.
Civic Engagement and
Advocacy Programme - CEA
Objective: By end 2010; CSPR will have achieved effective Civic engagement
in pro-poor development and poverty eradication processes at local, national
and international levels.
It is CSPR.s desire to engagement in processes that provide Civil Society an
opportunity to shape the pro-poor development agenda. It further seeks to
network beyond its immediate membership but to encompass the general public
and other key stakeholders. The CEA programme will provide opportunities for
capacity building for civil society organizations in the area of advocacy
for pro-poor development, as well as public policy. It is through this
programme that economic and development literacy activities will be
conducted not just in CSPR operational areas but country-wide.
Information Management and Networking Programme - IMN
Objective: By the end of 2010,CSPR will have developed and popularized
information, and technical resources on pro-poor development and poverty
eradication, which will form the basis for interaction ,engagement and
alliance building with civil society, the general public, government,
cooperating partners and other stakeholders locally and internationally.
The Information Management and Networking (IMN) programme seeks to promote
awareness and increase understanding on pr-poor development poverty issues
in order to influence policies aimed poverty eradication. The programme also
seeks to share imformatio and expierences on pro-poor development and creat
oppotuinities for strategic networking.
Governance and Institutional
Development
The Governance and Institutional Development programme is a governance
programme aimed at strengthening the governance and management structures of
the Network. Among the things it is involved in includes the development and
implementation of various administrative and financial policies to ensure
clarity of roles and responsibilities among the different structures of the
Network
CSPR NETWORK STRUCTURE
Network Council
This is the general membership of CSPR. It is the Supreme decision making
body and meets once a year at an Annual General Meeting (AGM).
Board
Of Directors:
The
Board of Directors is the policy making body of the network and meets on a
quarterly basis in order to design and plan the implementation of CSPR
programmes. The members of the board are elected by the AGM every two years.
Programme Management Teams
To ensure effective implementation of CSPR activities there is a Programme
Management Team (PMT) for each of the Programme areas. It is through these
PMTs that network members participate in the planning and implementation of
CSPR activities.
Provincial Programme
Management Teams:
CSPR members in the five provinces carry out their activities through
Provincial Programme Management Teams (PPMTs) similar to the work of the
PMTS at national level. There are currently PPMTs in Eastern, Luapula,
North-Western, Southern, and Western Provinces.
CSPR Secretariat
The CSPR Secretariat supports and coordinates the day to day activities of
the Network. The Secretariat is comprised of full time professional
Administrative and Programme Staff.

Executive Director, Research and Policy Analyst, the , Civic Engagement and
