GTZ Reducing Poverty Through Capacity Building

To help fulfil CSPR’s objective of building civil society’s capacity to effectively participate in poverty reduction activities, the German Technical Cooperation (GTZ) to Zambia, have partnered with the CSPR Secretariat and the Task Forces (especially the Capacity Building Task Force).

The combined JCTR / CSPR / GTZ project, Capacity Building for Civil Society Organisations (CABUCO) aims to ensure that civil society organisations have sustainable improvement of their sectoral and organisational and service performance capacity.
According to the CABUCO adviser, Dr. Markus Nuding, it was agreed, that the project shall join in a partnership with CSPR as one of the implementing partners (the other being JCTR) so as to enhance the capacities of the major civil society network in Zambia on a national, provincial, district and sub-district level in order for civil society to play an active role as vehicles for social change.

Dr. Nuding further explained that CSPR / CABUCO will only work through existing organisations and structures, meaning the CSPR secretariat, the steering committee, the task forces, the wider membership organisations and very prominent with the provincial focal group and its members in Southern Province.

Among some of the activities undertaken through the CSPR / CABUCO Project is the Training Needs Assessment which was conducted by the In-Service Training Trust. The Assessment was carried out in three provinces, Southern, Central and Eastern Provinces. The aim of the study was meant to assess the capability gaps in different civil society organisations in their work to fight poverty. The findings of the assessment have since been sent to the participating organisations for use in identifying capacity gaps for training within their own areas. Another activity is the Civil Society Day, held in September 2003.

CABUCO is also financing the role clarification exercise of the new CSPR structure that is currently underway and discussed.
In Southern Province, CABUCO is spearheading the formation of the CSPR Provincial Focal Group through Ms. Doris Pfeifer-Göetze who is based in Choma. In most cases she is also part of the meetings on a secretariat level.

“We have conducted training for transformation (TfT) for the Choma Women Development Organisation and for a row of smaller organisations on area level in Namwala, Choma, Kalomo and Monze Districts, as well as organisational development for Law Development Association (LADA), who is a member of the Non-Governmental Organisations Coordinating Committee (NGOCC), who are in turn members of the CSPR,” explained Ms. Pfeiffer-Göetze during the CRSP end of year evaluation meeting.

Asked about his experience in working with the CSPR network and especially with the Capacity Building Task Force, Dr. Nuding said:
“It is a pleasure to work with such a committed network, truly representing civil society in Zambia. Through the network, Civil Society in Zambia has taken on the role of a powerful movement who is able to ensure checks and balances to the government, the parliament, as well as face to face with the donor community with the International Financing Institutions in focus.”

CABUCO commenced its project in Zambia on 1st November, 2002 and is expected to run for an initial phase of three years with two more phases to follow (with all together nine years).

Besides being one of the Cooperating Partners and therefore part of the funding basket of CSPR, GTZ-CABUCO is providing support in organisational and technical matters with any conceptual and practical help on hand.
