The
Civil Society for Poverty Reduction (CSPR) has endorsed a five year
strategic plan for the Network’s activities. The endorsement was done at
the 2nd Annual general Meeting of the Network Council held on
1st and 2nd December, 2005 at Andrews Motel in
Lusaka.
In the new strategic plan, CSPR has
broadened its focus from advocacy on poverty reduction issues to
encompass both poverty eradication and pro-poor national development in
order to reflect the dynamics of the operating environment for the
organisation.
The
new Mission statement is now “To
effectively contribute to poverty eradication and pro-poor development
in Zambia through advocacy for responsive policy formulation and
implementation; promotion of civic engagement in development processes;
production of poverty related evidence and data; and provision of a
platform for information and knowledge sharing at local, district,
national and international levels.”
To this effect, the vision has changed
from ‘A poverty free Zambia’ to ‘A Zambia in which all of its
people enjoy all basic needs’ (Vision for the country).
As
an organisation, CSPR’s vision is ‘to
become a leading civil society network contributing to pro-poor
development at all levels in Zambia’. As such CSPR has adjusted the
programme areas to suit the changes. The programme areas are now
Research and Policy Analysis; Information management and Networking and
Civic Engagement and Advocacy.
In
the new strategic plan, CSPR will continue monitoring, evaluating and
advocating for efficient implementation of poverty reduction programmes
and pro-poor national development issues as outlined in the Fifth
National Development Plan (FNDP),
which is currently being formulated, in the same way the Network did for
the Poverty Reduction Strategy Paper (PRSP).
Meanwhile, the Network Council has changed
the name of the executive arm of the Network from Network Steering
Committee to Board of Directors, and has endorsed two more organisations
to be part of the Board. These are the Civil Servants and Allied Workers
Union of Zambia (CSAWZ), to be represented by Mr. Grayson Koyi, and the
National Peasant and Small Scale Farmers Association of Zambia (NPSSFAZ)
to be represented by Mr. Muleya Hachinda. This brings the number of
Board members to eleven organisations as stipulated in the constitution.
Other organisations on the board are:
Programme Against Malnutrition (PAM), represented by Ms. Helen Samatebele who is the current Board Chairperson, Jesuit Center for
Theological Reflection (JCTR) represented by Fr. Peter Henriot, Catholic
Agriculture Rural Youth Movement (CARYM) – Luapula Province, Operation
Young Vote (OYV), Forum for African Women Educationalists in Zambia
(FAWEZA), Forum for Democratic Process (FODEP) – North Western Province,
Southern African Center for the Constructive Resolution of Disputes (SACCORD)
and Commonwealth Forestry Association (CFA). Secretariat is an
ex-official member of the Board. The term of office for the current
Board of Directors ends in December, 2006.
In the same AGM, the position of Network
Coordinator has been changed to Executive Director.
